SILENT AUCTION RESULTS

The auction raised $1,750 for the scholarship fund. Twenty-nine items were on the block with
the camping gear being the single highest item at $210. Bill Archambault won the most items
with three bids. People’s Choice Award went to the ECIMT’s basket…next year’s
auction will knock your socks off!

CEMA AWARDS PRESENTED

Ten individual awards were presented yesterday by CEMA
President Jim Lancy. JoAnne Stone received the CEMA President’s Award for lifetime
achievement. Mike Gelski was posthumously awarded the Outstanding Volunteer
Achievement Award. Mike’s wife Karen accepted the award. Regional Emergency
Manager of the Year awards went to seven members. West Region winner is Jennifer
Dinsmore; Northwest Region is John Hutchins; Merrie Harper was selected from the
North Central Region; Pat Mialy was chosen from the Northeast Region; Kimberly Brant
was selected from the San Luis Valley Region; The South West Region winner was Drew
Peterson and Don Taylor from the South Central Region round out the regional selectees.
Jason Finehout was awarded the CEMA Rookie Emergency Manager of the Year.
Congratulations to these outstanding CEMA folks!

Conference. This year we have a total of 35 vendors. Thanks are extended to the Vendor
group for the social hour that they provided yesterday which presented an excellent
opportunity for attendees to network with each other as well as interact with the vendors.

CONFERENCE HIGHLIGHTS

A photojournalist with KRDO, Channel 13 arrived early yesterday to cover opening remarks from various state and local officials. The visit ended with a 20 minute interview with Hans Kallam, DEM Director. Because of the TV coverage, more stations may respond to document the conference.

The Eastern Colorado Incident Management Team (ECIMT) has begun their third year supporting the EM conference. This year’s team is headquartered in the Board Room around the corner from check-in. Stop by and see a state Type-3 Command and General staff in action.

The Colorado Department of Agriculture (DOA) recently signed a MOU with the ECIMT. Because of this first of a kind agreement, $34,000 in equipment support has been given to the team. Thanks to Bill Bennett of DOA for his coordinating efforts to make this MOU happen. Conference attendees are reminded that CDs of each presentation are available at check-in. Busy opening morning. Looks like everyone got here Ok, which is good. It is also nice that the weather held up and is sunny. Last thing an emergency management conference needs is to have a start that requires us to be potential victims in one of Colorado's early-year winter storms...

This morning opened with a great moderator, Jon Karroll of http://www.krdo.com who ran this morning's activities, including a presentation by both the Colorado Springs Police Color Guard and an incredible demonstration by the Pikes Peak Region Police Pipe and Drum Band. These presentations were followed by a presentation by the representative of the Governor's Office, Dr. Susan Kirkpatrick, the Executive Director of the Colorado Department of Local Affairs and then by the keynote speaker, Lucien Canton (http://www.luciencanton.com).

Lucien will also be speaking on a Recovery Lessons Learned panel later today and we are all looking forward to hearing from his experiences to help us learn how to enhance our disaster recovery plans here in Colorado.

Wildfire Mitigation Section Manager

Christina has worked in the wildland fire service for over 26 years in jobs ranging from hotshot to Battalion Chief. In addition to fire operations, Christina has also held several details in fire prevention, fuels management and timber management. She has been an adjunct professor at Lassen and Pikes Peak Community Colleges as well as a cadre member at the California North Zone Engine Academy and the Joint Apprenticeship Academy. In 2003 she left the US Forest Service to begin work for the Colorado Springs Fire Department. As a direct report, she is responsible for the Wildfire Mitigation Section in the Division of the Fire Marshal including project planning, grant administration, development review, budget oversight, education and outreach. She holds a Bachelor of Science Degree from Colorado State University in Natural Resources Management. Christina and her husband Dave have three daughters.

A silent auction to benefit the Colorado Emergency Management Association’s student scholarship program will be held at the 2010 Colorado Governor’s Conference on Emergency Management. Themed-baskets filled with a variety of exciting items donated by conference attendees along with other surprise donations will be available to win by the highest bidders.

Colorado Emergency Management - Building a Strong Program Workshop

On Monday, FEB. 22, 2010 from 8:30-4:30 at the Cheyenne Mountain Conference Center in Colorado Springs, the Division of Emergency Management will host a pre-conference workshop for emergency managers.

Lucien Canton will be the facilitator for the one day Pre-Conference Emergency Management Workshop called “Colorado Emergency Management: Building A Strong Program.” The audience for this workshop is seasoned Colorado emergency managers with at least two years of experience.

Lucien Canton has a national reputation for workshops that are provocative and stimulating. His presentations combine history, academic research, humor, and real-world experience to teach perspectives on preparedness and leadership in crisis. He will also be the keynote speaker the next day at the Governor’s Conference on Emergency Management on February 23, 2010.
Lucien G. Canton, CEM, CPP CBCP has over 30 years experience in hazard and risk analysis, loss reduction, and emergency planning. As the Director of Emergency Services for the City of San Francisco from 1996 to 2004, he was responsible for coordinating the City's emergency management program and served as a policy advisor on emergency management and Homeland Security issues. Mr. Canton was instrumental in the development of the City's terrorism response capability and coordinated major response plans for the millennium and the electrical energy crisis. A strong supporter of volunteerism, he expanded the role of volunteers under the City's emergency plan by developing mutual support linkages among various programs and adding key agencies to the Disaster Council. During his tenure with San Francisco, Mr. Canton successfully lobbied for the adoption of national standards for the City’s emergency management program and revised the City’s Administrative Code to incorporate the Standardized Emergency Management System. His commitment to professional standards transformed the Office of Emergency Services into a highly credible organization and a leading player in regional emergency planning.

Prior to his appointment, Mr. Canton served as an Emergency Management Specialist with the Federal Emergency Management Agency from 1990 to 1996. Mr. Canton served with the US Army in Germany from 1975 to 1980 and held a variety of positions in the US and abroad in the private security industry from 1980 to 1990. His credentials include certification by the International Association of Emergency Managers as a Certified Emergency Manager.

PURPOSE OF WORKSHOP:
Lucien Canton will discuss strategic planning, administrative planning and will highlight how to elevate Emergency Managers from Technicians to Program Managers while focusing on leadership issues. In addition, he will demonstrate the value of private and public partnerships.

Presenter - Gregory M. Bogdan, PhD

Dr. Bogdan is the Research Director and Medical Toxicology Coordinator for the Rocky Mountain Poison & Drug Center (RMPDC) at Denver Health. He has been leading the RMPDC Research Division since 1995, which specializes in analgesics toxicity, antidote development, public health surveillance and community disaster preparedness and response. He is on the faculty of the Rocky Mountain Center for Medical Response to Terrorism, Mass Casualties and Epidemics and has been the administrator for the Denver Metropolitan Medical Response System program since 1997. Dr. Bogdan has been awarded two Agency for Healthcare Research & Quality task orders to develop models for utilizing medical call centers to respond to public health emergencies. This work has lead to the development of the Colorado Health Emergency Line for the Public (CO HELP). Dr. Bogdan is a member of the American Association of Poison Control Centers, Society of Toxicology, National Environmental Health Association and served as president of the Colorado Public Health Association (2005-2006). He is currently serving on the Colorado Hospital Preparedness Advisory Committee. He has been the lead or contributing author on 30 peer-reviewed publications while at RMPDC.

Gail N. Newell serves as MRC Regional Coordinator (MRC RC) for Region VIII (CO, MT, ND, SD, UT, WY). She provides technical assistance and support to the existing MRC units in the region and helps people interested in the MRC program to start a unit when there is not currently an active MRC in their local community. Ms. Newell works closely with individual units to advance the U.S. Surgeon General's public health priorities and coordinate with the goals of the Office of the Civilian Volunteer Medical Reserve Corps.

Prior to becoming MRC RC, Ms. Newell worked in the medical field as a Registered Vascular Technologist and as a Program Manager in the public health arena. She recently spent several years with the National Cancer Institute’s Cancer Information Service as an Information Specialist and Partnership Program Coordinator.

Ms. Newell graduated from Regis University with a bachelor's of science in Business Administration, with honors, and has started courses towards an M.B.A.

She lives with her husband in Monument, Colorado along with two horses, three dogs, and two cats. She and her husband have two grown children and two grandchildren!

Koral is the State MRC and Colorado Volunteer Mobilizer (CVM) Coordinator for Colorado. Like Gail from the federal level, Koral provides Colorado’s MRC units with technical assistance and support.

Koral has been an employee of the Colorado Department of Public Health and Environment for the past 21 years, in which time she has worked in the Handicapped Children’s Program, Communicable Disease, Tuberculosis, Bioterrorism now called the Emergency Preparedness Division.

L. Cheryl Runyon is the unit coordinator for the Medical Reserve Corps of Boulder County. The mission of the MRCBC is to establish teams of trained, local volunteer medical, public health and safety professionals who can contribute their skills and expertise during times of community and national need. The MRCBC was established in 2006; Ms. Runyon has been working with MRCBC members since December 2007.
Prior to her position with MRCBC, Ms. Runyon worked for the National Conference of State Legislatures and was the organization's lead staff on emergency preparedness, terrorism and nuclear waste issues. She has written a number of books and articles for state legislators and the general public about these issues. Ms. Runyon holds a law degree from Southern Illinois University and bachelor's degrees in political science and zoology.

Frankie graduated from the University of Colorado with a BA in Biology in 1997. She simultaneously attended the LPN school at Fitzsimmons Army Medical Center and graduated with honors in June 1995. Frankie was a member of the Colorado National Guard and served in many different capacities before retiring in 2007.

Through her work with the El Paso County Medical Society Foundation disaster-planning team, Frankie participates in many local, state and national committees and organizations devoted to disaster preparedness. She has recently been elected Regional Board Chair of the Metropolitan Medical Response System.

This fee covers lunch on Tuesday, Wednesday and Thursday; breakfast on Wednesday and Thursday, as well as, coffee and snacks.
